Toolbar problem FrontPage 2003

No matter what icon I click on the toolbar menu drops down, and I can do no
work. In other words, all icons are displaying the toolbar menu when
clicked. Perhaps it is a temporary glitch. Anyone seen this, know why it
happens, and how to correct it? Thanks...
