Toolbar problem

I have just upgraded to MS Office 2003.
When I put my cursor over the toolbar buttons, no text appears.
How do I fix this?

Specifically, in which of the half-dozen Office 2003 applications
do you have this problem? If it's in Word 2003, click on Tools |
Options | View | check the "ScreenTips" box | OK. If it's in
Excel 2003, click on Tools | Options | General | check the
"Function tooltips" box | OK.

Thank you - but it hasn't worked.
The problem is in all Office programs....no text when the cursor hovers over
a toolbar button.
Any other ideas?
