is there a way to relocate some of the tool bars down the left side of the screen as we could do in 2004? also, how do I permanently add tool bars to the header?

Only those default toolbars designated as Dockable can be docked within the
top of the document window. Any others - custom or built-in can be docked on
either side of the screen outside the window.

You can dock individual toolbars on the left side of the screen. You can add
tools to any of the toolbars, including the main tool bar on each workbook
by control clicking on the tool and and choosing customize tool bar.
