Toolbars all turned to Chinese Characters

After my toolbars all turned to Chinese characters, I reinstalled Outlook, only to get the same result. Has anyone else seen this happen and found a fix

I don't know if it will help, but find and delete or rename outcomd.dat.

Thanks for that. I tried searching for outcomd.dat with the hidden files and folders options turned on, it didn't find anything.

I've attached a screenshot of the problem.
