Toolbars on Outlook

Can nyone tell me how to expand the toolbars I have on Outlook 2007. I need
the toolbars similar to word tht allows you to change background colors, font
colors etc.

Font colours you do as it's always been done - highlight the text,
right-click and choose Font, or click on the Colour button in the Basic Text
section.

Expand in which way?
Themes and backgrounds can be applied on the Options tab when composing a
message.
