Tools/Options not working

Whenever I try to use the Tools/Options menu in Word an error message appears
saying macro security settings are too high and I am unable to access the
Options menu. Although there are no macros on the PC or in Word, I have
nonetheles reset macro security level to low and this still doesn't solve the
problem. Has anyone else ever encountered this and if so is there any way
around it ? The Tools/Options works ok in Excel.

Do you experience the same problem if you start in Office Safe Mode (hold
down Ctrl while starting Word)?

No, opening in Safe Mode solves the problem. But I don't understand what this
means. Do I have to open in Safe Mode from now on? I have checked in Safe
Mode and there are no disabled items.

If Word works correctly in Safe Mode, then this indicates a problem with
Normal.dot, the Registry, an add-in, or the printer driver. See
http://word.mvps.org/FAQs/AppErrors/ProbsOpeningWord.htm for instructions on
testing each in turn.
