Is there a default setting for Page Options? Is there recommended settings for the items listed under authoring? Does it help to select Netscape as well as IE under the browsers?

The defaults are those the you see when you first install FP.

If you select NS or NS and IE you limit some of the authoring options, whereas if you select IE or
Custom you have access to all options that depend on the browser.

I am not aware anything that list the defaults, other than when you first install FP.

Under authoring, everything but Share Poinst Services is checked on my computer but I don't think
that is the default. Is there an easier way than un-installing FP and re-install to find out the
defaults?

I did a quick search too, and don't see this documented - I'll try to
rectify that. In the meantime, the default settings are:

Everything is checked except "Shared Borders" and "Generator and ProgID
tags"
The top drop-down should say "Default", the Browser drop-down says "Custom"
and the Schema Version says "Internet Explorer 5.0."

Note: changing the settings in this dialog does not change the code that
FrontPage generates, it merely limits the available menu items (so (for
example) if you uncheck SharePoint, your Data menu will never become
active).
