tools>server not available

I was trying to access the tools>server option but the "server" option is
not available. I can not select it. Any ideas why?

You have to first publish your web site. Then open your published web in
FrontPage.

1:publish your web
2:Open your web site in Internet Explorer
3:Click File > Open With Front Page
4:Server will now be available.

Where are you trying to do this, on your local machine or the remote server?

Jesse,

Unless you have a web server installed on your local machine and are opening
the web via http:// then that option will not be available, and if even if
it was, whatever changes you make would not be published to the remote
server.

This may also not be available on your live/remote site, unless the host has
given your account access permissions to this function.

I have tried what you suggested, but there is no option for "open with
frontpage" in my file menu in IE

Open your site directly in FP via the File Menu | Open Web command.
