top border doubles when I edit

I have recently started experiencing problems with Front
Page 2002 website development, though I've been using it
for over a year now.
If I open the "top.htm" to tweak anything in the html
coding for the top shared border, when I save and close
it, I have TWO top borders in my site. I do not know how
to get rid of the second one, or what is causing this
problem!
Can anyone help??
I actually started two sites over because of this; this is
the third one, and I don't want to build it from scratch
again..... HELP PLEASE!!!!!!

There are some bugs in FP2002 & in the FP2002 SE related to shared borders & include pages
so make sure you (and your host) see & apply all appropriate patches from:
