Top Border of a picture does not show

Hi, I have a lot of pictures I have inserted in my document. I have selected
to have a full border around each one of them. Some pictures will not show
the top line of the border. I've played around a bit by adding a CR above
the picture but that does not always work. The random nature of this is
pretty frustrating.
