Can you copy and paste the top border and interactive buttons to each page?

no, but you can make the top of the page a shared border so it appears the
same on all pages and define the navigation that way, if you desire.

Interactive Buttons will not work in shared borders unless you accept harsh
restrictions on which pages have the borders, and where they are located.

Design your page layout (including Interactive Buttons) in a DWT (Dynamic
Web Template) instead.

If by "top border" you mean the area at the top of your page - then yes; but
the paths in the mouse events (onmouseover, onmouseout, etc.) may need to be
changed in code view. (if all the pages are in the same folder there will be
no problems.)

If you mean a FP top shared border - then no. Shared borders can be applied
to other pages on a per page basis, but, especially where Interactive
Buttons are concerned, Dynamic Web Templates are a better option.
