Top Margins

I type weekly minutes for my company in word. On page 1 at the top I need a 2" margin for our letterhead. Below that I have a standard meeting header. Then I type the numbered paragraphs of the minutes. On page 2, I need a 1" top margin to complete the minutes. At the bottom of page 2 I have all the cc's that the minutes go to. The cc's are standard on every document of minutes I type. My problem is: Everytime I move from page 1 to page 2 my top margins change. I repeatedly have to go in and reset my top margin to remain at 2" on page 1 and 1" on page 2. This is very frustrating and time consuming. If I go into Page Setup and format page 1 and page 2 accordingly, shouldn't they stay as I set them?

It is easy to have a different margin on the first page using the First Page
