I don't want my tracked changes to be automatically accepted, but they are
when I scroll down through my word document.
scrolling down with the mouse or keyboard? That is certainly not
standard behavior. If you can replicate this in a new document
(otherwise I suspect document corruption), I'd try starting Word in safe
mode to see whether this persists (and if it doesn't, then a pretty ugly
conflict with an Add-In).
