Track Changes in Word 2003

I have a document that was sent to me with tracked changes, however, I am
unable to accept or reject any of the changes. If I click on Next it tells me
there are no changes to accept or reject. The document has clearly been
marked with changes. Can you tell me if there is a way to save a document
with the track changes displayed without the user being able to change
anything?

Yes this can be done if the sender protected the document for Tracked
Changes, Tools/Protect Document. To accept/reject changes you need to
unprotect it to accept/reject changes.
