track changes option not avaiolable when i am replying to a messag

I am using microsoft outlook 2003, when i am replying to a received message
the 'track changes' option is not available, while all other review options
are available. I have the option 'use word to edit e-mail messages' in the
ooptions menu enabled, but no use. please help
