tracking actual work done

I've updated a test project to show a few tasks for 2 resources 100%
completed, and collaborated it to the server. Yet, when I go to
Project Web Access, I don't see the changes; 0% work is showing. I'm
looking at PWA, Resources, Adjust Actuals, and I bring my resources
over. "% work complete" shows 0%. The remaining work column is
exactly the same as the work column.

You are missing one huge step. When you manually enter actuals in the
Microsoft Project plan, you must complete the following steps to "push" the
actuals from the plan to each team member's timesheet in PWA:

1. Click Collaborate - Publish - Republish Assignments.
2. Select the "Overwrite actual work entered by resources" option
3. Click the OK button.

Okay, it worked! My only concern is that for some reason I had to do
this to override a problem I set up in the first place. Why would I
have to "overwrite actual work"?

If you enter actuals in the Microsoft Project plan, you have to republish
the assignments and select the "Ovewrite actual work entered by resources"
option. That's just the way the system works. The reason for this is you
are using Project Server in reverse when you enter actuals in the Microsoft
Project plan and then "push" them to PWA timesheets. The assumption behind
Project Server is that team members enter actuals in PWA and then the system
"pushes" the actuals to the Microsoft Project plan when the PM approves the
updates. So, you are working in reverse, which is why you have to select
the "Overwrite actual work..." option. Hope this helps.
