tracking bubbles

Version: 2008 Operating System: Mac OS X 10.4 (Tiger) The option to use tracking bubbles in the margin of a document seems to have disappeared, although it is checked in "Tracking" under "Preferences." All I get is the comment bar at the bottom, but I would like to have the bubbles back. I unchecked it, then rechecked it and restarted, but no luck. Any ideas?

Duh, I meant balloons. And I realized that I was looking at the changes in the wrong view. Please ignore!
