Tracking Changes in a Shared Workbook

I have a shared workbook in Excel 2000. I want to track
the changes. I've set the Tools + Share Workbook... +
Editing with the sharing checked. I've also set Tools +
Highlight Changes + Track Changes when editing. I've
saved it to a network drive.

Whenever someone opens it (including myself), the changes
are not being tracked. What am I missing?
