I am starting an evaluation document for new construction and renovation for
the Health and Human Services Dept. Can your Access program help me?

The question is too broad to generate a meaningful response. Access could
prove very useful, depending on what you need. There are a number of other
tools out there (Word, Excel, Project, etc.) that may meet your needs too.

If you can be more specific as to what you are trying to accomplish, you
will likely get better results from the group
