Tracking Revisions Date & Page

I've inherited the company Operations Manual and it's
Hyperlinked all over. Also Header/Footer has page series
locked up. Section break isn't doing it? A mess!

I'd like to rework the document so that single or small
group pages can be REVISED, TRACKED, DATED, and readily
printed separate from the main document. Must do this
while maintaining coherance and continuity . . . idealy
tracking the old along with the new. Where should I start?
Is Word the right software . . . should I look at
something else?
