tracking/showing presentation progress

I saw in presentations that people use a progress bar in the footer of
the slide (e.g., with grouped dots) given a visual impression as where
with respect to the whole presentation one currently is.

Although it seems to be a Powerpoint featue I could not find an info in
it... any clues as to how such a "progress bar" is realized.

It is not a feature available natively. It's created by the author the hard
way.

I can think of a few ways to get your desired results (however, it is NOT an
inherent feature of PowerPoint).

1. More than likely this person created a textbox at the bottom of a slide
and inserted the number of bullets for the total number of slides, copied
and pasted this textbox on each slide, then deleted the unneeded bullets
based on slide number. This gives the impression of progress, but done
manually.

2. Another thing you can do is to go into the Slide Master and make sure you
have the Slide Number placekeeper on your slide. Click inside the
placekeeper (before the "<") and type "Slide ", click after the ">" and type
" of xx" (where "xx" is the total number of slides that you have. Your
slide placekeeper should now look like "Slide <#> of xx". This will show
progress.
