Tracking tab missing for delegate meeting organizer

We're running Outlook 2003 on Exchange. I have to set up meetings as a
delegate; I do this by starting in the official organizer's
calendar. The delegate setup stipulates that invites and responses
only go to me. Everything works fine, except the Tracking tab is
missing when I open to view the meeting. The official organizer
*does* have this tab when viewed from their Outlook.

Is there a workaround? Would switching to 2007 help? Thanks in
advance.
