Tracking Time Weekly

I can't get PWA to allow time to be entered by week. We
only have access to the left panel which allow actual and
remaining hours as input. The right hand pane, which
shows hours by week is greyed out and does not allow
users to input hours. Worse, actual hours remain. Each
week we have to add the current weeks hours to whatever
is showing on the screen and input the higher hour. I do
believe it's a configuration issue but can't find
anything (docs are terrible).

The appearance of the timesheet is determined by the tracking method you
choose for the project or enforce on the server. To get a quick

I have a similar problem, but the answer found in the link
is not helpful. I want to change the tracking method on a
per project base and the server is set up this way.
However I did not find a place where I can make the chage
for the individual project. Probably simple configuration,
but - where is it?
