Transfer Enterprise outline code to fixed cost tasks

One can write a macro to transfer Enterprise outline code (EOC) from tasks to
assignments. However, if a resource is not assigned to a task, the macro does
not trasnfer the EOC and fails. It considers the assignment as assigned to
Unassigned (Resource Usage view) and the Macro runs only for named resources.
I have a fixed cost task to which I have assigned an EOC. I do not have any
resources assigned to it. I want this EOC to transfer to Unassigned resource
in Resource Usage view. If anyone of you been in a similar situation and have
a solution kindly reply to my query.
