Transfer Graphic to HTML?

Is it possible to use Photoshop or other software to transfer a graphic such
as .gif to HTML? Please advice.

You insert the .gif file into the Publisher web page, go to Insert, Picture,
file. Publisher then writes the html for the image for you and makes a copy
of the image to use when you convert the file to a web.
