Transfer License of two different versions

I have office 03 on my laptop and i purchased a new desktop and it came with
office 07. can i swap them.

Without more information can't be absolutely sure but probably not.

Reason - The office 03 was probably an OEM version purchased with the laptop
and the Office '07 is probably an OEM version purchased with the desktop.
OEM versions are forever tied to the system where they are first installed.

Now, if both versions are Retail (no "for purchase with a new PC" or the
like on the CD or converted from trial) and were purchased on the open
market when you got it, then you can transfer the licenses and as a matter
of fact you could put both versions on both machines as one is a desktop and
the other is a laptop and a retail license permits this.

Read the EULA that is provided with each program (start Word, click Help,
About and then View End User License Agreement.) Of course on the Help
About page it will tell you what the version of the software is, as well as
if it is an OEM or Professional, Basic, etc. version.
