transferring files using http

I'm trying to transfer files using http. Is there a way to do this using
FrontPage 2002 and a win2000 server with server 2002 extensions.

As long as your server has the extensions, yes. File > Publish.

Remember you need the Web open, so if you're getting the "Publish" command greyed
out, then open the web first, then publish.

Sorry I wasn't clearer. As part of the web site, I want a web user to be
able to upload and download files using their browser. can this be done?

Ask your host to set up FTP access to a specific folder for your users.
