I would like to create a background of a flag waving and then dim the
background and bring in another picture and fade the two together?
Can this be done in powerpoint? If not, do you know what program I need to
do this?

I think I understand the first part of your request.

In slide one, create the background using your flag. Send to Back. Go to
Slide Show > Slide transitions an set your slide to automatically forward
after a preferred amount of time.

Copy your flag to slide 2. Be sure to "Send to Back." In your Picture Tool
Bar, click the "Color" button as select Washout. If Washout is too much, you
can also work with your Contrast and Brightness buttons on this same bar to
create your desired "dim" effect. Go to Slide Show > Slide Transitions and
select the Fade Smoothly transition. Adjust the Fade Speed (Fast , Medium,
Slow) as desired.

This combination of slides will create the effect that your flag is "dimming."
