translate

My question is I can not use "translate" when sentense is fragment, I have to
ignore fragment to use dictionary.

That just means that the Translate function is not on that particular
shortcut menu. But you can add any command you want to to any shortcut menu
desired; see the "shortcut menu" section of
http://word.mvps.org/FAQs/Customization/AsgnCmdOrMacroToToolbar.htm And you
can also use Tools | Language | Translate.

Alternatively, you could turn off grammar checking, which is not very
helpful anyway.
