translations??

I have MS word 2003 and would like to know if there is a program that
translates from English to another language as you type, or when you ask it
to NON-WEB BASED. I have a small understanding of French and need to
communicate Semi fluent. The web based programs are good but too cumbersome
when typing.

There is no such program, web-based or otherwise. Langaugae programs are
extremely crude, suitable only for getting a rough idea of the content of
a document when you are fluent in the target language, and even that is
not always successful. If you need to communicate with French speakers,
hire someone who knows French. Otherwise you risk making youself look
like a fool, or worse.
