trouble opening web address sent to me

When I get an email that has a web address attached to it, I am not able to
open. When I click on the address, it goes to "Look in my folder file" area.
What can be done to correct this?

Is that the exact text in the title bar of the dialogue box? If not, what
is that text? Have you tried in Internet Explorer, clicking Tools>Internet
Options>Programs>Reset Web Settings?
