Trouble saving downloaded picture

WHen I try to save a downloaded picture on FP2000 I get an error message that says in part;
An error occurred accessing your FrontPage web files. Webmasters, please see the servers system log.
THe photo is saved in jpg and I cannot see what the problem is. I also do not know how to access the system log.Can you help?

Save the image to your desktop, then import into your current open web prior
to using.
