Trouble with creating tab stops

This should be very simple but haven't found the answer in all the posts.

Following the "Create or modify a tab stop" instructions I can't get the
first tab stop to respond to anything but flush left. Center, Decimal, Flush
Right all do not seem to work. I'm sure it is simple and something I should
be able to do. My many searches re-phrasing to advance the search only take
me back to "Create or modify.....".

Highlight your text. With your cursor in the text box, look at the top of your
screen, you will see the tab stops on the ruler. Click anywhere on the ruler and
a tab stop will be created. Hold shift and click the "L" on the left, the
direction will change, the next tab stop will have that direction. You can
manually change the location by moving the tab stop with your cursor. Where
these tab stops are located will be in the format menu, tabs. They can be
deleted there or added.

It sounds like you're the victim of a common deception - the tab selector
doesn't _change_ the type of tab *after* the tab is added to the ruler.

Shift-click the gray selector box *first* as many times as necessary until
its icon displays the type of tab you want to set, then click on the ruler
to set that type of tab at the desired position.
