When you ungroup one of the wizard built navbars typically the buttons are
made up of three components. The navbar buttons consist of a image box, a
text box and a hyperlink 'hot spot' box. Sometimes the hotspot box which
looks like a hashed border text box with not text is smaller than the other
elements. This means when you do a web page preview and mouseover the
button, it can appear that the link no longer works as the hotspot area is
very limited. The fix is to enlarge the hotspot box so that it is as large
as the other button elements and go to Arrange > Order > Bring to front. It
can be easier working on the hotspot box by first going to Arrange > Snap to
Objects (and the other two options too). Then Zoom your page to 150% to
more easily see and grab the sides of the hotspot boxes and drag them until
they snap to the edges of the image and/or text boxes.

If this is not what is going on, please post a link to your site and the
navbar buttons that are not working correctly.
