Trouble with office files and settings backup wizard

I recently had to reinstall my machine. Prior to reinstalling, I used the
Office Tools File adn Settings Transfer Wizard. I have a 1.5 MB .OPS file
now. I ran the tool on the newly installed machine and pointed to my .OPS
file. The wizard ran fine. I then opened outlook and voila.. no changes. It
doesn't seem to have reset anything. Not in outlook, word, excel or anything.

What am I missing?
