Trouble with opening secured application

Hello,

I'm having a problem. I have an application I created in Access 2000 that
I'm installing on user's computers. The install went fine on most people's
computers, but that latest computer I tried to install it on came up with an
error
message "Could not use 'Admin'; File already in use." I have created a
shortcut for users to open the application
and I've added security which works fine. The shortcut is: "C:\Program
Files\Microsoft Office\Office\MSACCESS.EXE" "C:\Program
Files\VCHA\ChgTracking\ChgTrackingPgm2k.mde" /wrkgrp
"G:ChgTracking\sysChgTrk.mdw". This shortcut works fine on most computers,
but not on this one.

Does anyone have an idea as to why this might be happening?
