Trouble writing fractions

I'm having trouble getting the automatic fraction format when I write a
fraction in the form 4/5. I want it to automatically appear with the top
number over the bottom number. I check the tools setting and it is set to do
this but for some reason it does not consistently respond. What can I do to
get this effect?
