Troubles opening Access 2003 Table

I am getting error message dialog box with Yellow ! and text says Unknwon.

I get this error dialog when I try to open any access table (either design
view or just double clicking on the file).

Doesn't matter if .mdb file is on local or network drive.
Same .mdb file can be opened from different computer just fine.

I have done a repair on my office install (Office 2003) and updated to
latest SP3.
Still can not open any access table.

There are no logs in the Event logs for this error.

What do I need to do?
