Trust Access to Visual Basic Project greyed out

I have a machine in my office that has the check box for "Trust Access to
Visual Basic Project" Greyed out. I can't change it. Even if I log in as
administrator or domain administrator.

I have set the registery key
HKLM/software/microsoft/office/excel/security/AccessVBOM to 1. Which I
thought would ungrey the option,but it did not work.

Is there a security policy or group policy setting that could be affecting
this???

Any suggestions appreciated.
