Trusted Code Control and URL

I am trying to insert hyperlinks in my Outlook 2003
Contacts, but they will not enable. Running XP Home with
Office 2003 Pro. How can I enable the hyperlinks in
Outlook 2003 Contacts?
..
Also, I would like to know how to installt he Trusted
Code Control so I may put .lnk shortcuts in my Contacts.
I foudn the instructions for Installing the Outlook
Trusted Code Control, but could not locate the the
Hashctl.dll file. Is there another way, or something
else I need to do?
..
