Trying to add sound to an Outlook 2003 message

I’m trying to add sound to an e-mail and when I follow the steps that the
internet gave me by going to View then Toolbars the Web Tool, it gives me the
sound option but I click on that and it gives me an error message reading:



This object was created in HTMLInlineSoundCtl. This application is not
available to open this object. Make sure the application is properly
installed and that it has not been deleted, moved or renamed.



If you have any clue how I can get around this and play sound when someone
opens an e-mail please do tell!
