Trying to get covers right for a POD

Here is something I got from their tech support:

"I do not know the specific problem in your case, but first you must
understand that MS Publisher will not export your file at the proper
resolution of 300dpi, which means your cover is probably coming out
undersized. In addition, your cover file PDF, since it is being
exported from MS Publisher, will have layers. The PDF cover section
cannot handle layered files, and when it encounters one, it gives an
erroneous "wrong size" message."

"Most likely you are running up against both of these problems. Covers
are meant to be images, and they are best created in image editing
software. MS Publisher is meant to create documents, and converting a
document to an image is always a troublesome proposition."

Who's tech support?

I can tell you that I've outputting hundreds of PDFs (constitutes thousands
of pages) from Publisher 2000 that went directly to printhouses and not one
house ever complained of them being the wrong size or "layered".

But, yes it's probably better to do a in a graphics program.

I'm using Lulu.com. If you've done hundred of PDF's, why is
it better do to it in a graphics program? I find Publisher very easy
to use for it but there must be something I'm not doing right. Is
there a way to get it not to output in layers?

Publisher is just that..a desktop publishing program. A graphics program
gives you more control over graphics than Publisher does...I'm not saying
you can't do it in publisher..but it'd be better in a graphics program. I
used to use Illustrator but have recently switched to Xara Xtreme; cheaper,
easier, powerful.

Honestly...I've never seen a layered PDF
