Trying to make a TOC sort of

I am new to Word. I know that in WordPerfect you could
have text on one side of the page and then have
information on the other side but connected with dots.

Is this possible in Word 2003?

Hi Justin,

If you really want a table of contents -- that is, a list of headings with
page numbers on the right side -- that's an automatic function of the
standard TOC field. Please read the help topic about how to create a table
of contents.

If what you want is arbitrary text on both sides, then go to Format > Tabs.
Enter the location of the right margin (typically 6" on US Letter paper),
select right alignment, and select the dotted line under Leader (that's the
technical name of the separation characters). Click OK.

In the text, type the words on the left, press the Tab key, and type the
words on the right. When you press Enter at the end of the line, the next
paragraph will have the same tab stop defined.

If you're going to do this often, define a paragraph style that contains the
right-aligned dot-leader tab stop. Then you can apply the formatting to any
paragraph just by applying the style.
