Trying to publish webpage in two different languages

I have created a 4 page webpage in English and would like the option to have
customers view the page in a foreign language, which I plan to translate, but
I don't know how to do this. Any help or guidance will be much appreciated.

(I thought that I could create 4 additional pages and link them separately
on the navigation bar but every time I change the translated text on the the
additional navigation bar(s) the text is over-ridden on the first four pages)

After continuing to review some of the answers already provided I have come
across a viable solution: create two different publications and link them
together...easy enough.

The simplest solution to your problem also depends on which version of
Publisher you are using.

One way of doing this would be to construct separate pages for the foreign
language options, as you propose to do, and linking them via language icons
(usually national flags) displayed somewhere near the top of the home page.
