Turn off attachment blocking

There should be an Opt-Out option to disable Outlook's automatic attachment
blocking. I have an antivirus program and I am smart enough to only open
attachments that are safe. I don't want or need some program arbitrarily
blocking every single attachment that comes through the gate.

I completely agree. Can anyone tell me how to turn it off?
