Turn off Caps

I have one user that is having an odd probelm, and she is only having this
issue when she replies to an email and only people outside our organization.
The issue is when she starts typing everything she types turns to caps. The
only fix that I have found is to highlight everything when she is done
writing her message and than go to format - fonts and uncheck small cap check
box. I already removed all her outlook settings once which did fix the
problem, but now a month later it's doing it again. I don't know if it is
something that she is doing wrong or a setting somewhere, but i'm lost.

Are you sure she isn't accidentally using the caps lock key?
Is she using Word as her email editor? I presume so from what you've
written - the template could be corrupt. Disable Word as email editor and
try again. I don't remember what the template it uses is called, but you may
need to delete it/let it be recreated.
