Turn off header in new word docs

When I open a new Word doc, the cursor lands in a hidden header. I have to
go to INSERT>Headers and Footers and turn it off every time I open a new
document. How can I stop this annoying issue?

There is no Headers and Footers command on the Insert menu, but I suspect
