Turn off pop up descriptions in programs

How do I turn off the pop up descriptions for programs in general? Just like
now...as I type...there is a pop up flashing "Enter your message", like I'm
an idiot...I know what to do here. In Outlook these same pop ups appear when
I mouse over messages, in Internet Explorer, they pop up everywhere. I have
the pop ups for folders and desk top items already turned off. Thanks!!!!!!
