Two fonts in same text box

I put text in a text box and I assign 16pt Arial - bold to the text on the
top line. The lines below the top line are 14pt Times New Roman. I am
finding that sometimes the leading (vertical space) between the first and
second lines is larger than other times.

What controls the spacing between lines? (I'm using Office 2003).
