two part question: notifications and newsgroups

Part 1: I followed the directions to add the news button to the go menu, but then it disappeared. When I try and repeat the instructions, I can't find the news button in the list of commads to add. How can I bring the button back, and how can I start the newsreader automatically

Part 2: I like the email notification pop-up, and I was wondering if I could keep that running without having to keep outlook open.
